Police Memorandum of Understanding again! A further step
backwards, on this occasion, a step back in time as we find ourselves the
subject of onerous and obstructive behaviour reminiscent of the 1970's. Click

 | Apparently some police
constabularies doubt that modern transponders are as effective as stated.
It appears some police staff may be confusing after-market vehicle security
devices, such as immobilisers, with the manufacturers production installed
items. It is relatively well known that many after-sales devices do not
withstand attacks however, transponders and engine management units fitted by
manufacturers are a completely different story. Such devices can only be
overcome with a key, using very sophisticated electronic equipment (mirroring
the manufacturers) or by someone having a great deal of time on their hands -
replacing or bypassing the system which would again require equipment.
Modern vehicles are not simply drive off unless a key is present; they cannot
be hot-wired. Transponders are effective and it is unfortunate that more
constabularies are not embracing such operations as Igneous (Kent) or Gallant
(Surrey). Other sources of information are:
|
 | Leicestershire police admit that they
require Appendix D applications under the the
ABI / ACPO MOU to fund the scheme.
|
The
Appendix D application D application requires payment of £75, Appendix E does
not. Contrary to the the scheme, which Leicestershire advise that they
had a hand in writing, Leicestershire will supply information under
Appendix E AFTER an appendix D application has been made. But why if
information had been obtained under Appendix D (which requires an insurer /
adjuster to obtain a signed 'consent' from the insured) would a further
approach under Appendix E be required - the information would already be in
the possession of the party making the approach?
It appears the Constabulary are
more concerned with fees than fraud and apply their own interpretation tot he
ABI / ACPO Memorandum of Understanding. To quote Leicester, the scheme has to be
'resourced'.
